On May 2, 2023, the Unified Register of Missing Persons under Special Circumstances was launched!

The register was developed by the Ministry of Internal Affairs of Ukraine together with the Commissioner for Missing Persons and other agencies. Relatives of missing persons can finally apply for an extract from the register. On the basis of the extract, relatives can apply to the Pension Fund for a survivor’s pension for disabled family members. Currently, about 23 000 people are considered missing under special circumstances – as a result of hostilities.

To obtain an extract,
please send an application to the following email address: pgmia@mvs.gov.ua
or by mail to the address of the Ministry of Internal Affairs: 10 Bohomoltsia St., Kyiv;

Please, attach copies of the applicant’s passport and a document confirming the degree of kinship with the missing person.

Data verification is carried out within 30 calendar days.

The Ministry of Reintegration has prepared a detailed roadmap how to act for families of missing persons: Roadmap

Clarifications relate to urgent issues, in particular:

  • receipt of notification and investigation report from Territorial Center of Recruitment and Social Support;
  • registration of monthly financial support for the families of servicemen;
  • procedure in case the missing person is recognized in a photo or video, or if a released prisoner reports the whereabouts of the missing person;
  • the issue of survivor’s pensions for the loss of family provider for the period of disappearance and the procedure for obtaining other social benefits;
  • procedure and grounds for applying to the detective investigating criminal case and the procedure for familiarizing with its materials.
