

A working discussion was held at the Office of the Ukrainian Parliament Commissioner for Human Rights on legislative changes aimed at strengthening the protection of civilians who have been unlawfully deprived of their liberty as a result of the armed aggression of the Russian Federation. During the meeting, профильні civil society organizations presented their proposals developed on the basis of practical experience in working with victims, as well as the outcomes of the roundtable “Three Years of the Law on the Protection of Civilians in Russian Captivity: How to Make Support Effective.”
Participants emphasized that the current Law of Ukraine No. 2010-Х covers only a limited group of civilians and does not correspond to the real scale of unlawful detentions, enforced disappearances, and persecution in temporarily occupied territories. As a result, many people remain without the necessary state support after their release.
The meeting was also attended by Member of Parliament Anna Purtova, who confirmed her readiness to contribute to advancing the proposed changes in Parliament and to facilitate their registration and further consideration in the Verkhovna Rada of Ukraine.
