
The NGO “Association of Relatives of Kremlin Political Prisoners” prepared an analytical note based on a study that covered 381 communities across Ukraine. We analyzed how the right to housing is implemented at the local level for people who have returned from illegal imprisonment.
What we found:
The vast majority of communities do not have special programs or plans to provide temporary housing for released civilians.
Local governments often do not have information about this category of victims and do not allocate resources for them.
Legislative norms exist, but the mechanism for their practical implementation does not work.
The lack of communication between state bodies and communities leads to the fact that people who have been released from captivity are left alone with their problems.
What we recommend:
Amend Government Resolution No. 495 to clearly define the procedure for providing temporary housing to released civilians.
Develop separate local programs to provide housing for this category of people.
Establish accounting and monitoring of the needs of released persons in communities.
Provide targeted funding at the state and local budget levels.
Involve the victims themselves and the public organizations that work with them in policy development.
Our research shows that without systemic solutions at the state and community levels, the right to housing for released civilians will continue to remain only on paper.
