Additional financial assistance in Kherson: who is eligible and what you need to apply

If you or someone close to you has been unlawfully deprived of liberty as a result of the armed aggression against Ukraine, you can apply for additional financial assistance from the local budget in Kherson.

This is a separate local payment, provided in addition to state assistance. Liudmyla Shumkova, a lawyer at the Assosiation, explains how to obtain it.

Who is eligible

A person officially recognised as having been deprived of personal liberty as a result of the armed aggression against Ukraine can receive UAH 30,000. While their relative is held in illegal detention, one family member can receive UAH 10,000. This payment is made annually. The assistance is available to those registered or actually living within the Kherson City Territorial Community.

How to apply

You can submit your application at the Administrative Services Centre (TsNAP) of the Kherson City Territorial Community, or send it by email to the Kherson City Council. A sample application is available on our website: https://www.relativespp.org/.../priklad-zayavi-na...

Documents to attach

  • passport or permanent residence permit
  • a document confirming registration or residence in the Kherson Community
  • tax identification number
  • a bank statement with the applicant's account details
  • if the application is submitted by a family member — a document confirming the family relationship, for example, a birth or marriage certificate
  • a document confirming official recognition of deprivation of personal liberty — a decision by the Commission on the Establishment of the Fact of Deprivation of Personal Liberty as a Result of the Armed Aggression Against Ukraine, or an extract from the Unified Register
